Take a full state of some high dev one culture provinces (e.g. Liguria is nice). Core it and culture shift to that culture (this will almost certainly require de-stating a bunch of land). Declare war on a neighbor (e.g. Portugal), get a 100% win. Force them to take your capital. Portugal's gains are not Spain's losses on this front. There are too many potential colonies to colonize every single one in the world.
