I had it in original game, in my case it seems a bug in getting Riften thane was stopping me getting Markath thane as well. when I used a console command to get the help people of Riften (Setstage FreeformRiftenThane 10) quest, it allowed me to get the help people of Markath quest. Thus one console command allowed me to become thane of two cities.
