This keeps showing up on my commercial and leading to mass abandonment. What do I need to fix?

Commercial can import goods also, but I assume they can't import everything they sell. You also loose a lot of taxes that way. If you can keep as much of your goods produced in your city and sold in your city, you take a bite out of the entire supply chain in taxes.
